Strategy vs. Tactics

What is the difference between  strategy and tactics?  According to MS Encarta Dictionary:

Strategy

bullet

1. military planning of war: the science or art of planning and conducting a war or a military campaign

bullet

2. planning in any field: a carefully devised plan of action to achieve a goal, or the art of developing or carrying out such a plan

Tactics

bullet

1. military direction of forces in battle: the science of organizing and maneuvering forces in battle to achieve a limited or immediate aim

bullet

2. finding means to end: the art of finding and implementing means to achieve particular immediate or short-term aims

So we see that strategy deals with the art of conducting a war or campaign whereas tactics deals with the maneuvers to engage a specific enemy in a specific battle.  Convoy2.jpg (31783 bytes)

The Bible has much to say about the individual preparation of the believer to engage an enemy in spiritual warfare.  For example, we have the gifts of the spirit provided by the Holy Spirit in 1 Corinthians 12 and these are to be manifested through individual believers.  For example, when a believer does what the Bible says  in Mark 16:18 and they "lay hands on the sick" and the sick person recovers, then in a sense spiritual warfare has occurred and a battle has been won.  

In addition to the Bible, there are many excellent books written by others from which you can learn about how to move in evangelism, healing, casting out demons, prayer, fasting, moving in various gifts of the spirit such as discerning of spirits, prophecy..... but these are typically used tactically.  In other words, you use these spiritual tools or disciplines to engage an enemy in a specific battle or encounter to establish the kingdom of God in a specific circumstance.

All of these tools or spiritual disciplines can be used strategically as well and we've seen great strides made in the last 20 years in various locations on this earth in the realm prayer, intercession, spiritual warfare, healing, miracles, etc...  on a corporate basis.  For example consider the number of Christians mobilized to pray through "Praying Through the 10/40 & 40/70 Window," or through Dick Eastman's "Every Home for Christ," or through Ed Silvosos "Light Houses," or Bill Bright's "Campus Crusade."  There are several more we could list.

Yet, I am not satisfied with what I see.  I have seen many Christians learn about spiritual warfare and yet not learn about spheres of authority.  Have you ever heard a good brother or sister bind the principality over a city or over a region and yet nothing happens.   Why?  

Authority comes with or from responsibility.  When the children of Israel took the promised land each tribe was assigned a territory and cities (Joshua 13-19) that they were responsible for.  Also, we see that all of the children of Israel were supposed to help each other enter their inheritance.  For example, Moses made Ruben, Gad and half the tribe of Manasseh who got their inheritance first, to cross over and fight for their brothers until all received their inheritance.  Therefore, it is our desire to work with leaders in a city or region whom God has assigned responsibility for that city or region.  

We believe that when God gives a responsibility to a person or to a group of people, He also empowers them with the power, the tools, the finances and the ability to fulfill their assignment.  

We have participated in and seen a city affected in measurable ways because of the prayers and intercessions of the saints through, prophetic intercession, prayer walking, research (spiritual intelligence), public outreach, city-wide prayer combined with a Christian in a public office taking a righteous stand on a moral issue.   We have seen corporate city-wide prayer used to change the course of events in history.  Please see the Sentinel Group's "Transformation" or "Transformation II" videos.  Check out Don Richardson's "Eternity in Their Heart" or Ed Silvosos "That None Should Perish" for other examples.  

The purpose of Watchman Ministries International War College is to focus on equipping leaders to plan a war.  We will focus primarily on corporate strategy and on equipping leaders to mount campaigns where in whole cities are transformed, and when I say transformed, I mean measurable change.  I expect to see the fruits of sin (such as crime rates) decrease with a corresponding increase in things that indicate a change of heart such as increased church attendance across all denominations and churches.  We can assist in training, gathering spiritual intelligence and providing tools that will assist local churches to work together but we expect God to give the local leaders the specific strategy for their city or region.  Therefore we honor and respect the local authority whom God holds accountable for their city or region.

The primary tool that we provide right now is called CONECT.  It stands for the Christian Outreach Network Establishing City-wide Teamwork.  It can be used in a city or even in a local church to establish a 24 hour prayer watch.  It is a strategic communication center and it assists the leaders to steward the reports generated through increased prayer and research. The idea is to provide them up to date spiritual intelligence reports from which they can use to develop appropriate strategies specifically for their situation and time.

A war is a series of battles.  Wars are administered by Admirals and Generals.  God is raising up and calling forth those apostolic and prophetic leaders whom He has assigned to take their city or region for Christ.  It is our desire to work with and serve the leaders in a city who have a passion and a vision to see their city or region taken for the glory of our King Jesus.
