CONECT Organization and Billet Descriptions

The implementation of CONECT is actually very simple.  CONECT in its simplest form can be handled by one person in a local church working out of a notebook where they collect the reports from the intercessors and watchmen that pray in their local church.  However, by now you know that part of the mission of CONECT is to empower local churches in cities and regions to work together and ultimately we would like to see a 24 hour watch established in each city.  The churches in cities who choose to do that will require more administration if they want to be good stewards of the reports generated through prayer and research.  Therefore, we will describe and define the billets or job descriptions that can be used to staff a 24 hour a day, 7 day a week strategic communication center.

CONECTer

One of the missions we have at Watchman Ministries International is to disciple and mentor a CONECTer in each city and a Communication Center Coordinator (CCC) in each local church.  The functions of each of these billets are essentially the same with only a few minor variations.  

One difference is the audience they serve.  A CONECTer is responsible for the strategic communication center that serves the leaders in the city made up of may local congregations, organizations and Christian leaders in business or government.  A CCC is responsible for the strategic communication center within a local church or Christian organization.  The CONECTer will develop the consolidated report for the leaders in a city by gathering the consolidated reports presented by the CCC's of each local congregation.  

Ultimately we desire to disciple a CONECTer in each city who will be well qualified to assist local churches in their city to CONECT with their people and each other.  They will become WMI's representative in that city.  A Certified CONECTer will be required to:

  1. Complete WMI's Certified CONECTer/Communication Center Coordinator Course with a satisfactory score of at least 80%

  2. Be selected by leaders in the city or church to serve them as the CONECTer.  The ideal CONETer will also exhibit the following qualities.

    1. They should exhibit the qualifications of an elder as described in 1 Timothy 3 and Titus 1.

    2. Be familiar with the prophets, working with prophetic people, and intercessors

    3. Well grounded in the Word of God so that they can judge the reports received

  3. Have an ability to teach and train

    1. Communication Center Coordinators in the set up and administration of strategic communication centers

    2. Leaders in the Principles of Corporate Spiritual Warfare

    3. To become Certified a CONECTer that person will need to successfully implement CONECT in at least two local churches and train at least two leaders either in a class or via our online correspondence course.  During this time WMI will evaluate the CONECTers performance. 

  4. Exhibit the characteristics of a servant leader

    1. Please note that serving your church and your church community is a privilege and if there arises any habitual sin that brings reproach on the name of Christ you will be removed from functioning as a CONECTer until you are completely restored.

  5. Be faithful in maintaining communication with the church leaders and CCC's in their city and WMI.  WMI will collect consolidated reports from CONECTers in cities in order to develop an intelligence database for regions and countries.  

  6. Have well developed technical networking/computer skills or an ability to learn.  These technical skills will be invaluable in serving the churches in their city.  If the CONECTer does not posses these skills then it can also be handled by a person who works with the CONECTer.  However, it is ultimately the CONECTer's responsibility make these skills available to the church.

  7. "Pray and obey" regarding prayer and financial support for WMI

WMI's goal is to replicate ourselves on the local level.  We will train CONECTers for the ministry.

The general day to day duties are basically the same as a Communication Center Coordinator which is listed below.  To see an organization chart click Strategic Communication Center Org and this will provide an illustration of the billets described below..

COMMUNICATIONS CENTER COORDINATOR

1. GENERAL DUTIES - In ministries/churches which have a Strategic Communications Center, the head of that department will be designated the Communications Center Coordinator CCC.  A CCC functions like a captain of the guard.  In addition to those duties prescribed elsewhere, he or she will be responsible, under the Senior Minister/Leadership, for the visual and electronic exterior communications and for the administration of the internal systems pertaining thereto their strategic communication center.

2.  SPECIFIC DUTIES, RESPONSIBILITIES AND AUTHORITY.  The CCC will be responsible for the proper performance of the functions of his or her strategic communication center, which include:  

2.1.  The receipt, transmission, and internal distribution of all visual and electronic messages.  Handling responsibilities begin with the receipt of an incoming messages, reports or the delivery of an originators outgoing message.   

2.2.  The proper handling, control and accountability of all material issued to the department.  

2.3.  The maintenance and repair of equipment and material.  

2.4.  Ensure proper separation and control of confidential material and information in communication spaces.  Enforce security and proper handling procedures and accountability of computer, phone, and fax communications.

3.  ORGANIZATIONAL RELATIONSHIPS - The CCC will report to the Senior Minister/Leadership for the readiness and employment of all visual and electronic exterior communication and for the proper functioning of all associated internal systems and procedures.    

4.  STRATEGIC COMMUNICATION CENTER - The strategic communication center is a place that enhances the flow of information between the intercessors, watchmen, leadership, and the body of Christ.  It will act also as a resource center and training center.  The ideal room will be large enough to hold the required equipment, maps, status boards and will provide a place in an adjoining room where small groups can be trained and pray.  Once this is complete and in operation, it becomes a place where the intelligence provided can be displayed so leadership can seek the Lord for His strategy.  At this point it becomes strategic as now plans for war in the heavenly conflict in your area of responsibility can be devised.  Once leadership determines a course of action or strategy the strategic communication center enables the leadership to implement the determined course of action quickly.

4.1.  A Communication Center Coordinator (CCC) will oversee all operations and report directly to the senior minister/leadership.  

4.2.  To establish a communication center an accurate current assessment of ministry/church must be made and compared to the vision statement.  Then the Lord must be consulted on the timing of the implementation and priorities must be established based upon current resources (financial, personnel, equipment, facility etc.).  The room is just a tool.  If there is no room then the whole thing can be handled out of a notebook or a computer.  The concept of a strategic communication center  is actually a vision for enhancing communication between leaders and their intercessors.  So, start where you are at, modify the pattern to fit your situation, and determine God's time table for expansion of your strategic communication center.  

5.  STRATEGIC COMMUNICATION CENTER STAFF -   The following are billets that could be used to staff a communication center that will function 24/7.  When starting the communication center it is probable that one or two people will initially fill all the responsibilities and most ministries/churches will never need any more than that.  The amount of staff required will be determined by the ministry, the work load and the resources.  Therefore, the staffing and equipment referred to below is that recommended for a ministry with a heavy work load who desires to have the communication center staffed 24 hours a day 7 days a week in order to facilitate prayer and intercession.   A strategic communication center established to serve the leaders and churches in a city would be headed up by a CONECTer.  There should only be one CONECTer in a city.  However, it is expected that the CONECTer will have a staff or team assisting them.

5.1.  Communication Center Coordinator (CCC)- This is the person given overall responsibility for every aspect of the operation of the communication center and oversees the intercessors.  This function could be performed by an associate minister, pastor, elder or deacon or someone called to intercession who has some skills in administration.  This assignment should be given to the person whom God assigns, loves the leadership, and is loyal.   

5.2.  Communication Center Watch Officer (CCWO)- The CCWO assists the CCC in fulfilling their responsibility.  The CCWO is reports directly to the CCC and is responsible for overseeing their assigned watch making sure all procedures are followed by the staff and everything is done in a timely manner.  While on watch, they are directly responsible to the CCC and is CCC's representative thereby carrying the same authority as the CCC during that watch if the CCC is unavailable.   The communication center will be staffed with people assigned to man the communication equipment.  This entails a regular schedule where they come in and check their resources for prayer requests, intercessors reports, praise reports etc....  They are responsible to man the phones, activate prayer chains, send requests and reports to appropriate individuals or organizations, send out prayer assignments, update the data base, update the log book, etc...  Prayer requests, watchman reports, intercessors reports, and prayer assignments will be sent by email, phone, fax, or the internet. 

5.3.  Assistant Watch Officer (AWO)- This person assists the CCWO in all areas of supervision and stands in for the CCWO if the CCWO is absent.  To qualify as an AWO each candidate will complete the training required for intercessors and watchmen and will be responsible to study and demonstrate an understanding of CONECT, its tools and its procedures.  Character and faithfulness will be important as well (I Tim. 3, qualifications of elders and deacons)  

5.4.  Watch Standers (WS)- These are people who assist the CCWO by actually manning the various communication sources and routing the information.  Not all intercessors and watchmen will perform the duties of  WS, AWO, or CCWO but each person fulfilling these administrative duties will be qualified to stand watch as a watchman and will be an intercessor and they will have completed the training for each office.  Each WS will study the CONECT manual and become familiar with all terms and procedures.  The WS will be specifically responsible for developing a level of expertise in their assigned responsibility.  

5.5  Watchmen (WM) - Watchmen are intercessors who commit to stand during a designated time.  Their primary duty while on watch is to "watch and pray" over assigned responsibility reporting what they see and hear.  They are not to pray for themselves, they are not to engage in any other activity or pray over anything other than their assigned responsibility during their assigned time.  Watchmen are not to engage the enemy unless directed to do so by the CCWO or the CCC except in the case of personal danger.  Typically the watchman will be assigned to watch over a ministry, a church, or a special event.     

5.5-1.  Where do watchmen stand their watch?  Watchmen can stand watch at the communication center (it is recommended that space be provided at or near the center) at home, or elsewhere.  There will be  a Watch Schedule established that will post assigned watch times.  It is not necessary for them to actually pray at the center.  This flexibility will allow more prayer to be mobilized.  A watch schedule can be established on any sort of regular basis.  You can assign people certain days to pray, certain hours during the day to pray etc.  It is recommended that you start with having at least 2 people pray every day but the ideal would be to have at least 2 people praying every hour every day on a 24 hour basis.  Until that point is reached, leadership will have determine what their goal is.   

5.5-2.  Procedures - Watchmen will be responsible to complete the "Watchman and Intercessor Training" Course.    WM will be expected to check the watch schedule on a weekly basis.  On the day of their watch, they will call in or come in and report to the CCWO that they have assumed their watch.  Upon completion of the watch, they shall report to the CCWO.    Watchmen tend to function in the revelatory gifts or will develop these gifts.  During the watch, they shall report anything they see and hear via a watchman's report.  If it is an emergency then the report should be communicated immediately.   At the end of each watch a written report (physical or electronic) should be made of what was seen and heard on their watch.  Even if nothing happens, a report should be turned in indicating that all is well. 

5.5-3.  Training -  WM will be expected to continue their training and development.  The first series will be provided by WMI.  The leadership of the church will determine your additional training requirements.  

5.6  Intercessors (I)- Intercessors are the most important part of equation.   These are people who pray on a consistent basis for their family, two other families in their church, the leaders and the vision of their church.  They are the builders and warriors.  In the context of CONECT their responsibility is to build up the wall daily through prayer and be available for warfare if the church is attacked and the leadership calls for action.  They agree to pray daily for the building up of the wall and make themselves available to pray via a prayer chain, small group prayer, or prayer gatherings called by church leadership.
